My uncle called me today with an urgent tone of voice:
“Scott, my msn email address is stolen by some people! They even answered emails for me to my friends! I tried to recover my password, but I somehow cannot change my password. Please help. It’s very urgent”
The first thing you do to recover a stolen Hotmail/msn/outlook.com email account is, as my uncle did, to try recovering the password. You select ‘I think someone else is using my Microsoft account’ in the following page and follow the wizard.

If this does not work out, here is a backup plan:
You go to https://support.live.com/eform.aspx?productKey=wlidpwfriend&ct=eformts and submit an email support ticket to Microsoft. The ticket number in this submission form is the one you got from http://acount.live.com/acsr.
